I can check whether search partners and the Display Network are hurting your CPA, but I need numbers per campaign first. Turning them off everywhere without that could also remove conversions that are cheap for you.
- Campaign settings (required): for each Search campaign, its name and whether "Include Google search partners" and the Display Network are checked.
- Network split (required): per campaign and network, as labeled in your report, the spend, clicks and conversions for one date range. Why: I compute CPA per network inside each campaign and compare it with the Google search row, so I can say which network, in which campaign, costs more.
- Target CPA (optional). Default if missing: I compare each network with that campaign's own Google search CPA.
About "search partners is junk": Google's Search Network page says partner clicks "may not always reflect highly targeted traffic", which is a reason to test, not proof for your account.
I will not change any setting. When I have the data, I will list candidate changes per campaign, each held for your approval.
